The Global Cooperation Arrangement for Privacy Enforcement (CAPE) is a practical multilateral mechanism for Privacy Enforcement Authorities (PEA) to cooperate in cross-border data protection and privacy enforcement. It does this by creating a framework under which PEAs may share information and request and render assistance on a voluntary basis. The Global CAPE is open to PEAs globally; participation is not limited to PEAs of Global CBPR Forum Members or Associates.
The goals of the Global CAPE are to:
- facilitate information sharing among participating PEAs;
- establish mechanisms to promote effective cross-border cooperation between participating authorities on enforcement of Data Protection and Privacy Laws as well as Global CBPR Framework, including through referrals of matters and through parallel or joint investigations or enforcement actions; and
- encourage information sharing and cooperation on data protection and privacy investigation and enforcement with privacy enforcement authorities not participating in the Global CAPE, including by ensuring the Global CAPE can work seamlessly with similar arrangements and networks.

Administrator
The Global CAPE provides the basis for trusted and accountable cross-border flows of personal information under the Global CBPR and Global PRP Systems by facilitating cooperation between Privacy Enforcement Authorities. In order to expand the reach and utility of these Systems, the Global CBPR Forum intends to include other participating authorities in the future. The Global CBPR Forum welcomes submission of letters of intent to participate in the Global CAPE from interested PEAs.
The Global CAPE Administrator is designated by the Global Forum Assembly and receives applications from PEAs interested in participating in the Global CAPE.
